Philadelphia: 2027 assessment research
The supplied September 7, 2026 research screened 359,703 Philadelphia single-family property records for the 2027 tax year. It identified 1,000 unique parcel and unit records: 980 with at least three comparable sales, and 20 anchored by a qualifying recent purchase with one or two supporting sales.
The median illustrative annual tax saving is $554 across 997 homes with compatible exemption records. Three homes have no tax-savings estimate. The screen contains no trained valuation model, verified appeal outcomes, or validated win probabilities.
How comparable sales are selected
Eligible sales match the subject’s recorded building style, interior and exterior condition, quality, stories, and garage spaces. They share the ZIP code, have living area within 20%, lot area within 30%, construction age within 30 years, and bedroom and bathroom counts within one. Missing bed, bath, and garage fields are treated as zero in the original screen.
Sales must be within 0.5 mile in the same census tract, or 0.25 mile across a tract boundary. Candidates are ranked by distance, living area, lot size, and sale recency; prices do not determine the ranking. Up to five top-ranked sales appear on each report. All eligible sales inform a second median check.
Deed checks look for single-property transfers with consistent consideration and no institutional-transfer flags. Major building or demolition permits exclude subjects and certain comparable sales. These checks cannot establish every sale’s arm’s-length status or identify unpermitted renovations.
From sale prices to a proposed value
2. Adjust sale prices linearly to the subject’s living area.
3. Take the highest of the selected-sales median, all-sales median, or qualifying adjusted recent purchase.
4. Add a further 5% buffer and round up to the next $1,000.
The time allowance and buffer are screening assumptions, not fitted local appreciation or appraisal estimates. The screen requires a reduction of at least 10% and $25,000, limits selected-sale dispersion, and rejects selected value indications above the 2027 assessment. Purchase-anchored cases meet additional corroboration criteria.
How illustrative savings work
Proposed taxable value = max(proposed value − recorded homestead amount, 0)
Tax estimates appear only when assessment-history exemptions match the recorded homestead amount and that amount is either $0 or $100,000. The City’s published tax page identifies 1.3998% for 2025. We use it as an illustration; it is not verified here as the enacted 2027 rate. LOOP, tax freezes, and other relief are not modeled. Savings are before fees and do not assume benefits repeat in future years.
8406 Madison Pl, 5942 N Camac St, and 5031 Ludlow St require actual-bill review before tax estimates can be provided. Other flagged reports preserve unusually large assessment changes and possible record anomalies. Review the actual 2027 notice before relying on those figures.
The appeal and the service
The Board of Revision of Taxes lists October 5, 2026 as the deadline for 2027 market value appeals. Confirm current instructions and appeal requirements before filing. A proposed value is not an official assessment, and the Board decides the outcome.
Fairly Assessed’s proposed pilot is a $149 flat-fee appeal assistance service. There is no subscription or share of your savings. Full refund if appeal rejected: we refund the Fairly Assessed service fee if your appeal is rejected or results in no assessment reduction. This covers our service fee, not your property tax bill. Tax savings are not guaranteed. Appraisal and hearing representation are separate. Paid enrollment is not currently open, and this website does not collect payment or file an appeal. The free reports can be reviewed and printed today.
The pricing direction follows Ticket Ninja’s flat fee and money-back approach, adapted to property assessment support. Fairly Assessed is independent of Ticket Ninja and the City.

Cook County: 2026 assessment research
The September 9, 2026 workbook contains 1,000 selected homes from a screen of 345,546 parcels, with 4,731 comparable records. It includes 986 unequal-assessment cases and 14 sale-based cases. All current assessments are from 2026, using the latest positive stage available in the September 1 source snapshot. The workbook’s final values are presented without changing its estimates.
Cook County Class 2 assessed value is 10% of the county’s estimated market value. Dividing assessed value by 10% produces the assessor-implied or assessment-equivalent figure. An unequal-assessment proposal does not establish an open-market sale value. The median proposed assessed-value reduction in this sample is $5,400; that amount is not tax savings.
Comparing assessments and sales
Comparables match township, neighborhood, class and recorded physical characteristics. Building area is within 20%, lot area within 30%, age within 25 years and approximate distance within half a mile. They are selected by proximity and physical similarity. The county’s quality and condition fields need independent review.
Unequal-assessment cases compare the same 2026 assessment stage. Each adjusted comparison uses the higher of a size-adjusted total assessment and the subject’s land assessment plus a size-adjusted building assessment. The size adjustment uses the higher of the living-area ratio and that ratio raised to the power 0.7. The proposal uses the larger selected/all-match median, adds 5%, and rounds the assessment-equivalent value up to $1,000 before converting back to assessed value.
Sale cases use screened 2024–2026 transactions, with the same size adjustment and a 5% annual upward allowance only before January 1, 2026. No downward adjustment is applied to later sales. A valid recent purchase of the subject floors the proposal. These assumptions are screening choices, not fitted local appreciation rates or appraisals. Sale terms and condition need review.
No Cook County tax-dollar savings are estimated. Equalization, tax rates, exemptions and freezes must be checked against an actual bill. There are 831 cases with five comparables and 169 with three or four; the latter need additional corroboration. Recent purchases, large gaps and unknown deadlines remain visible as review notes on the affected reports.
Filing timing and your packet
The workbook lists 689 Assessor cases and 311 Board of Review cases, including 172 with a final filing deadline not yet announced. Report dates are a September 9 research snapshot, not a live calendar. Verify the current notice, filing window and any pending appeal before proceeding. You file your appeal and attend any hearing; hearing representation is separate.
Public reports show comparable street names and month/year sale dates where applicable. Exact comparable addresses, source records and full research are reserved for the evidence packet. The original workbook and recipient mailing details are not published.
